DESIGNATION OF "INTERNATIONAL CONVENTION AND TOURIST CITY" BASED ON THE "INTERNATIONAL CONVENTION PROMOTION LAW" (October 20, 1994)


    Following the enforcement of the International Convention Promotion Law in September 1994, the Ministry of Transport designated 40 cities, including Sapporo City, in October as "International Convention and Tourism Cities" based on the law.
    In Japan, even though large convention facilities have been constructed, most of them are not fully utilized with only 3% of the international conventions held in Japan. This figure is very 10w compared with Western countries.
    For those cities designated as "International Convention and Tourism City", the Japan National Tourist Organization (JNTO) provides information for inviting international conventions and advertises to other countries. JNTO also collects donations for the organizations which will hold international conventions meeting certain requirements.
    The Ministry of Transport hopes to vitalize local cities and to promote internationalization by increasing the number of international conventions held in Japan. The Ministry also expects economic effects of as much as 900 billion yen per year to be brought by these conventions.
