Chapter 7 Development of Shipping and Shipbuilding and the Enhancement of Measures Applicable to Seamen


Section 1 Mature Maritime Transport Traffic

1. Aiming for the Development of International Shipping Services to Support Daily Life
    The development of an internationally-competitive merchant fleet of Japan is vital in securing the stable transportation of exports and imports.
    The Ministry of Transport is therefore providing aid in the form of loans and treasury investments to develop Japanese vessels, which form the core of the merchant fleet. Moreover, Japanese businesses are heading to make further cost retrenchment while shifting to dollar-quotations to offset the effects of the yen's sudden hike.
    Other than these practices, it is important to make progress in discussions on shipping policies with Asian nations and promote traveling on ocean-going passenger ships.
2. To Realize Safe and Comfortable Maritime Passenger Transportation
    Domestic passenger shipping businesses are striving to improve service standards by launching super-highspeed passenger ships into service. On passenger liner services to isolated islands, the assistance system is being reinforced through the introduction of benefit schemes for modernizing ships.
3. To Improve the Efficiency of Coastal Shipping Services and Port/Harbor Transportation
    As for the Coastal shipping industry, structural amelioration reform is to be pushed forward while reforming the tonnage adjustment system by submitting to the Council for Rationalization of Shipping and Shipbuilding Industries. On the other hand, port transportation businesses must further containerization and propagate pallets, in order to enhance the bulk carrier's handling efficiency.
4. Raising Awareness for the Sea
    Various events are being held on the "Sea Memorial Day" set at July 20 not only to encourage appreciation for the sea but also to cultivate a better understanding of the its significance.


Section 2. Shipbuilding Industry Heading for High Advance


    The shipbuilding industry is heading for industrialization, and for the fortification of international competitiveness, by means of equilibrating long-term demand and supply, constructing the industrial infrastructure, and promoting international cooperation.
    Moreover, small and medium sized shipbuilding businesses are attempting industrial reform. Efforts are being made for the ship machinery and equipment industry to reinforce the industrial base and international competitiveness. [Fig.67] [Fig.68]


Section 3. Promoting Measures Applicable to Seamen


    The following employment policies regarding seamen are implemented: benefits are granted to unemployed crews as a result of the declining number of fishing ships; ocean-going seamen are posted on ships of foreign nationality; measures to tackle the shortage of crews boarding Coastal shipping ships.
    Besides this, the training scheme of seamen is under reform. The crew-member system is also being brought up to date by introducing modernized ships with mixed crew, and admitting extra foreign maintenance crews boarding modernized ships of Type 4 (size : 11 crews). Additionally, the working hours of crews are to be cut down to a weekly average of 40 hours from April 1995 as ruled.
