CONCLUSION
In the Hanshin-Awaji Great Earthquake Disaster, as the result of the collapse
of traffic networks within cities as well as the interruption of the trunk traffic
networks, the traffic between the east and west in the Hanshin District and Japan
was extremely confused and its strong effects extended not only to the stricken
areas but also to the whole country. This earthquake has renewed our cognition
of the great significance of the transport system and transport-related facilities
in the discussion of measures against disaster. In addition, in the measures against
disaster, it has been highlighted that it is essential to carry out appropriate
measures and support not from a regional perspective but from the point of view
of the whole country.
As a matter of course, disaster may occur on a scale beyond human knowledge
and without any precursor and it is extremely difficult to construct complete
measures. However, we have to accept as many lessons as possible from the earthquake
this time and utilize them for the future.
The Ministry of Transport has been endeavoring to the best of its ability
to reconstruct and rehabilitate the stricken area as promptly as possible and
at the same time maintain a scrupulous policy for all measures in the future against
disaster from the point of view of securing the safety of the people and conserving
the national land.
