The Ministry is steadily pushing forward with the construction
of New Shinkansen lines in the zones where works have already started, under
the financial resources scheme newly set forth by the Government-Ruling Party
Agreement in December 1996.
As for the zones to be newly constructed, the Ministry is taking appropriate
actions, based on the findings from government study groups (Fig.
41).
Various kinds of support, including subsidies from the government, have
also been offered to achieve faster inter-city travel, traffic congestion relief
in urban areas, faster local lines, maintenance of urban railway systems, and
modernization of local railway systems (Fig.42).
The Ministry is providing support primarily to the introduction
of new fare systems, which contribute to far more effective management, and
to the maintenance of station facilities (i.e. elevators) for improved convenience.
The Ministry is also making efforts to promote measures against level crossing
accidents to secure safety and recurrence of accidents in general, as well as
to establish a system to develop safer and more comfortable cars in the rolling
stock manufacturing industry.
