High-speed Transport System Improvement

   Since population and industry in Hokkaido are distributed over a large area distant from metropolitan areas, the feature of speed in air transport is important. Therefore, for Hokkaido air transportation plays an important role.
  As of December 2005, 36 air routes the majority of which are serviced by jet aircraft connect Hokkaido to the outside. Extension of these routes radiating from New-Chitose Airport and Sapporo Airport (Okadama Airport) connect Hokkaido with outlying islands. Among 12 airports that accommodate jet planes, ten of them, New- Chitose, Hakodate, Kushiro, Wakkanai, Asahikawa, Obihiro, Memanbetsu, Nakashibetsu, Mombetsu and Rishiri provide regular jet service.
  International commuter airline routes include eight routes (Seoul, Guam, Hong Kong, Shenyang, Yuzhno-Sakhalinsk, Shanghai, Taipei, Cairns) from New-Chitose Airport, and one route from Hakodate Airport to Yuzhno-Sakhalinsk.

   In December 2005, New-Chitose Airport served 27 air routes (7 within and 20 outside Hokkaido). In 2004, passengers on domestic flights exceeded 17,000,000, making this airport the No. 3 hub airport in the nation following Osaka International Airport. Respecting international flights, after the international terminal was built in July 1992 and the CIQ (customs, immigration control, quarantine) stationary system was installed, there has been a steady increase in passengers and cargo shipments. In 2003, air traffic was influenced by SARS (Severe Acute Respiratory Syndrome), but in 2004 it reached the highest volume ever recorded. Also, in June 1994, for the first time in Japan this airport introduced 24 hour service and began to advance environmental development to promotion use.
  Also, various projects like Office Arcadia are being developed in the airport area.
  Thus, New-Chitose Airport is attracting attention as a core airport for the internationalization of the area and bears an important role in the domestic and international airline service network as a hub airport in Japan.
