   There is no substitute for a house, the living space which is the foundation for the life and health of an individual and a place where family relationships are nurtured. With the housing measure project, the building of suitable houses is advanced in the northern areas so that people can realize a comfortable home life.
  Among public housing, rental housing constitutes approximately 8% of the total number of housing units in Hokkaido, and plays an important role in housing policy. In order to insure housing for persons of low income, the elderly, disaster victims, mother-and-child households, and domestic violence victims, the housing project promotes the restoration of existing public housing in serious need of repair, and improvement and reconstruction of public housing. Especially in Hokkaido where the progression of aging exceeds the national average, the housing project is striving at supply housing (silver housing) appropriate for the elderly who require assisted living services in cooperation with welfare service.
  Moreover, the life during the winter season is taken into consideration in developing public housing,
  · Heat-insulation and airtightness to ensure a warm, comfortable indoor environment
  · Maintenance of covered walks or covered alleys to secure safe and comfortable walk space and mitigate the time and effort of snow removal
  · Implementing the installation of common indoor space indoor to be used as a place of interchange among residents
 The housing project, from 2005, using the regional housing grant we plan to make use of the ingenuity, originality and creativity of the area and developed public housing, integrated the development of housing and welfare facilities, developed telescopic living environment, promoted the upgrading of anti-earthquake retrofit in private residences, provided housing consultation and housing information, etc.
