House of Representatives |
|
As a result of the polls to elect a new House of Representatives
held on June 25, Chairman Miyoko Hida of the Special Committee
for the Relocation of the Diet and Other Organizations
of the House of Representatives was newly appointed at
the Committee meeting on July 5. |
House of Councilors |
|
Chairman Tadao Maekawa of the Special Committee for
the Relocation of the Diet and Other Organizations of
the House of Councilors was reappointed at the Committee
meeting on July 4. |

Workshop
for Capital Functions Relocation Environments Established |
|
The National Land Agency established the "Workshop
for Capital Functions Relocation Environments" chaired
by Professor Emeritus Hisato Ide of the University of
Tokyo. The Workshop is composed of experts in the area
of environment and urban planning and will study the environment
of the new city, the capital functions relocation site
in FY 2000. It held its first meeting on June 26. The
study will be promoted in cooperation with the Environment
Agency, which has been studying strategic environmental
assessment. |

with Due Consideration of the Environment

Includes sorting out the relationship
between examples of strategic
environmental assessments and
the capital functions relocation,
and methods and significance of
participating in people's planning |

Study on Measures for Reducing
Environmental Loads (Measures to Realize
a Zero-Emission City) |
|
Includes understanding characteristics
of an urban infrastructure that
can be introduced for the new
city, and study on how the new
city should reduce its energy
loads from an environmental aspect |

Study on Measures for Coexistence
with Natural Environments |
|
Includes measures for assuring
diversified forms of life within
the new city region and communing
with nature in the new city |
|

|
|
At the end of FY 2000, the Agency will conclude measures
for consideration in environmental aspects in the new
city construction and how the new city should be based
on the above studies.

"Virtual
Capital Function City" Renewed |
|
In developing the "Capital
Function Experiencing System," the Homepage
"Virtual Capital Function City" was
established to provide information about the development
status and to invite opinions and proposals from
all people.
The "Capital Function City Experience CD-ROM"
was previously introduced on the New
Era vol. 12 and has been sold as well. Furthermore,
the "Internet
Version of the Capital Function City Experiencing
System" was newly published. Please select
it from the Homepage "Virtual Capital Function
City" .

of the Internet Version of the Experiencing System |
The Internet version of the system
is a simplified CD-ROM version. You can see images
of the main districts of the new city in still
pictures and panoramic views by simple mouse operations.
You can also see descriptions of facilities in
each still picture. |

When you click the station (shown by
red circles) on the "District Selection
Map" following the "Top Page",
you can move around by the Light Rail
Transit (LRT) running through the new
city.
From every station, you can easily move
along the streets by operating the control
lever manipulating the mouse and see the
names of facilities and their brief descriptions.
You can virtually experience the Diet
building, governmental offices' district,
commerce and business area, and housing
area using the Internet version as well
as the CD-ROM version.
Using the CD-ROM version that incorporates
animation and game-oriented elements,
you can enjoy experiencing more scenes. |

Joint Public Relations Activities Started with Various
Organizations and Local Public Bodies |
|
The National Land Agency, local
public bodies, and 22 organizations involved with
capital functions relocation in various ways decided
to jointly conduct public relations activities
from July through November 2000 to let more people
know about a variety of events concerning capital
functions relocation, such as symposia and candidate
relocation site tours, to liven up national discussion.
Under the catch phrase "Dream Initiated!
Capital Function Relocation!," posters and
leaflets will be posted and distributed extensively,
and up-to-date information will also be provided
on the Homepage (http://www.i-ten.net).
Please attend the various events and think together
about the capital functions relocation. |

in Capital Functions Relocation to Be Dispatched |
|
If you want to hear various stories about capital functions
relocation or learn about it as part of workshop activities,
a National Land Agency official will visit you upon your
request to give necessary explanations. The application
method dand other information about lecturer dispatch
are as follows, and your request is always welcome. |

Lecturer Dispatch" by filling
out the necessary items (lecture
subject desired, date and time
desired, place of the lecture,
people attending to the lecture,
name of the organization (the
applicant's contact address),
name of liaison officer, address,
and telephone number and send
it to the contact address shown
at the end of this newsletter
by FAX or E-mail. The National
Land Agency official in charge
will contact you to formalize
the date and time (please allow
a month from the time of application
to lecturer dispatch because of
the time required for internal
procedures). |

Payment for the lecture will
not be accepted. However, round
trip expenses to the destination
might be charged to the applicant
according to the circumstances. |
R. Dispatch
Destinations |
|
Dispatch destinations are basically
limited to educational organizations,
civic organizations, public-service
corporations, and local public
bodies. However, lecturers will
not be dispatched when admission
fees or attendance fees are collected.
We request that at least 20 persons
attend the lecture (fewer people
will be allowed if you come to
our office). |

Various Schools |

Ota Town
Ota Junior High School |
|
The eith-grade
students of the Ota Town Ota Junior
High School studied about the
capital function relocation on
the theme "Think about Ideal
Japan's Capital" as part
of their social study class. In
the class, they were divided into
eight groups. One group presented
a poster prepared in advance,
and other group members questioned
him or her to deepen their understanding.
They had a question and answer
session with a National Land Agency
official and actively presented
their opinions. |
