in Tokyo, making it a region which overwhelms other regions. In particular,

to Tokyo incurs another concentration" (If enterprises
and people gather somewhere, further enterprises and people will gather
in the same place based on that accumulation of enterprises and people).
It is expected that such a tendency and mechanism would be
broken down by relocating its capital functions.
It is also expected to contribute to alleviating the problems of
Tokyo resulting from overcrowding.
