- How Much Does the Capital Function Relocation Cost?

The cost for the relocation would be approximately 12.3 trillion yen
(including 4.4 trillion yen borne by public expenditures) on the assumption that all of the present administrative bodies be relocated without any administrative reformation and other changes, and approximately 7.5 trillion yen (including 3 trillion yen borne by public expenditures) on the assumption that only half of the present administrative bodies be relocated.
However, it is also certain that there are many indefinite factors in calculating expenditures for the relocation project which is to be implemented stage by stage over a very long term of several decades.
Expenditures would be "200 to 300 billion yen per year" if calculated for the first-phase project
(project to relocate capital functions focusing on the Diet during the 10 years after starting construction) for which a trial calculation of realistic expenditure is possible.
Though the amount of expenditure might be evaluated in various ways, there is a viewpoint that the capital function relocation is a high-quality project to create a new Japan for the 21st century and the expenditures are not considered unbearable in view of the economic power of Japan where about 49 trillion yen are invested for administration every year
("Results of FY 1995 Administrative Investment").
It is also a matter of course that it is important to actually implement the project considering its economics and effectiveness.
