Summary of the Public Hearings Released
The Council for Relocation of the Diet and Other Organizations has held nine public hearings at nine places (Osaka, Nagoya, Tokyo, Fukuoka, Sendai, Hiroshima, Sapporo, Takamatsu and Kanazawa) from January through June 1999 to listen to opinions of a wide range of citizens to contribute to building up a national consensus as well as to reflect those opinions in future deliberations.

The public hearings were conducted by allowing persons recruited and selected to announce their opinions. The Council members then presented their thoughts based on the opinions announced and free fill-in sheets submitted by the participants. Total numbers of participants and opinion announcers are as shown in the following table.



Included in the opinions given were approving opinions, such as "Can be defined as the starting point of reform" and "Can become an impact for reforming of the concentration-in-Tokyo type system", cautious opinions such as "To be early yet because of low national interests" and "New expenditures are not possible under current financial situation", and opinions from new viewpoints such as "Places for discussions should be provided because many people misunderstand that the relocation means relocating all of Tokyo as it is" and "The project should be left to the younger-generation who participated in volunteer activities during earthquake disasters."
