“Summary” in the Chapter 1—Progress of Deliberations by the Committee on the Relocation of the Diet and Other Organizations

Since its establishment in August 1991, the Special Committee of the House of Representatives for the Relocation of the Diet and Other Organizations has conducted, in accordance with the philosophy of the Act for the Relocation of the Diet and Other Organizations, a wide range of deliberations on aspects such as the significance and impact of relocation, public consensus building, relocation costs, changes in social and economic conditions, overseas cases of capital function relocation, the status of candidate areas and the comparison with Tokyo. The deliberation has been conducted through public hearings and discussions involving many unsworn witnesses who support or oppose relocation, examinations and discussions with the government, open discussions, and dispatches of the Committee members.

With regard to the final-stage deliberations held after the agreement at the Directors’ meeting of the Committee in July 2002, although some Committee members expressed their feelings that we should immediately decide to relocate the Diet and other organizations, our prevailing opinion was that we should continue deliberations from a fresh viewpoint on aspects such as scale and form of relocation, timing of implementation, and methods of relocation, fully considering changes in social and economic conditions after the submission of the Council report. Over the course of discussion, a new idea was proposed suggesting that the Diet and other organizations should be relocated to more than one area, while maintaining the basis of the Council report.

In our deliberations over the past twelve years, most Committee members have consistently stressed the significance and importance of relocating the Diet and other organizations and called for action to be taken to this end, while some political groups and Committee members have been cautious with regard to relocation.

The relocation of the Diet and other organizations is an issue that the House of Representatives and the House of Councillors must address collaboratively. This Committee requests that both Houses continue deliberations in close collaboration with each other based on our interim report, so that a conclusion can be made.
