Development, use and conservation of water resources

 Water is the source of all life, and without water we would not be able to conduct our daily lives and economic activities. The water cycle from the atmosphere to the land, through rivers and streams to the sea, plays a major role in securing the quantity of water in rivers and groundwater, purifying water quality, and preserving riparian environments and ecosystems.
 However, the water we have access to is only a small fraction of the water that covers the Earth's surface.
 Therefore, Japan, with its geographical characteristics of steep land and short waterways, and climatic characteristics of rainfall concentrated in the rainy season and typhoon season, has been developing water resource development facilities and water supply facilities to secure stable water supply in response to rapid social and economic changes such as high economic growth and urbanization after World War II. In recent years, however, the effects of climate change have been increasing.
 On the other hand, in recent years, various issues have emerged, such as increased risk of drought due to climate change, crisis management responses to disasters and accidents, and aging facilities.
 In Japan, initiatives related to water resources are implemented across multiple ministries and agencies. Therefore, the Water Resources Department of the Water and Disaster Management Bureau of the Ministry of Land, Infrastructure, Transport and Tourism promotes and coordinates measures to establish a sound water circulation system and ensure safe and secure water through the formulation of water resources development promotion plans, promotion of revitalization of water source areas, drought response, and other measures.
