A Study of The Smooth Logistics of Relief Supplies (Report No.111)

Summary

The 2011 off the Pacific Coast of Tohoku Earthquake, occurred Friday 11 March, brought about devastating damage to the Pacific coastal zone from the Tohoku district to Kanto district. The damage of earthquake and tsunami, the scale of which far surpassed the assumption based on our past experiences, was so severe and widespread that many local governments did not continue their business. Therefore, the Japanese Government supplied and transported relief supplies on requests of headquarters for disaster countermeasures, etc.
However, due to many problems, such as the confusion caused by the lack of logistics know-how and information sharing, difficulty such as lack of supplies in the shelter and retention of goods in depot occurred in transportation of relief supplies to the shelter, etc, immediately after the disaster in particular.
In Japan, the occurrence of large-scale disaster, such as Nankai Trough earthquake and the Tokyo metropolitan area earthquake, is expected. In large-scale disasters that may occur future, to establish a system for delivering relief supplies to victims timely and appropriately by analyzing logistics of relief supplies and arranging problems and lessons in the past disasters is pressing issue.
This study intends to establish the smooth logistics of relief supplies by proposing guidance that can be used as materials to examine both prior preparations for disaster and treatment methods after the disaster to the person in charge of local governments, focusing on techniques for implementing their business operations smoothly.

Summary of this study are as follows.
First, we organized an overview about the logistics of relief supplies, and arranged improvements and challenges for lessons about the logistics of relief supplies in the past disasters, such as relevant ministries’ researches. On top of that, to understand the questionnaire, we interviewed the efforts of local governments in the current situation about the organized challenges, and collected information about progressive approach of the local governments.
Based on the findings of these, we created guidance that can be used as materials to examine both prior preparations for disaster and treatment methods after the disaster to the person in charge of local governments, and we created a tool embodying the guidance.
