Research study on involvement of public sector in large-scale area development（Report No.144）

Summary

　It is important to take in world's numerous demands of infrastructures as part of Japan’s Growth Strategy and Strategy of Global Outreach, and as well, Ministry of Land, Infrastructure, Transport and Tourism is also undertaking the effort based on “Action Plan for the Overseas Development of Infrastructure System”.
　In such situation, it is said that "large-scale area development” in overseas development of infrastructure system is the field which Japan's experiences can be applied for. Meanwhile, this field would be basically superlong- term effort and it is difficult to undertake only in one private enterprise or one private enterprises consortium, therefore, the possibility is considered here that certain adequate and rational reason that public sector's involvement is needed may arise. However it cannot said the research has not accumulated and integrated enough.
　Accordingly, with the purpose of accumulating and integrating related information and with a theme of “public sector's involvement concerning overseas large-scale area development”, the study group meeting was held to hear the influential individuals’ opinions widely about the needed support measures and frame works.
　This report introduces the results of study group collectively. In publishing this report, we would like to express deep gratitude to the study group participants who contributed many of their valuable comments.
