Research on formulating pro-environmental Evaluation Model for Regional Planning measures

Chapter1 Policy of Evaluation Model Development for Regional Planning measures
We formulate urban activity model, which forecasts effects on travel behaviors and urban structures by the measures concerning transportation, land use, civilian and water environment. To appraise its results quantitatively, we develop the evaluation models to for measures of implementing the regional planning with indices of burdens on the environment, quality of life, economy, and water environment.
In this section, the policy of development models is drawn up in the object area of Sendai Metropolitan Area.

Chapter2 Development of Water Environment Model
In this section, the water environment model, as one of the element models on our study, is developed. The water environment model is to forecast effects of land use measures or water & sewerage installations on hydrologic circulation, then to evaluate its results by quantity and quality of river water.

Chapter3 Development of Transportation Models
In this section, firstly, the existing foreign researches on transportation and land use models are reviewed for the purpose in developing our policy of developing our transportation models. Secondly, the transportation models are developed to forecast by minute zoning segment generated from the data based on Person Trip Survey.

Chapter4 Development of Economic Evaluation Models
The economic evaluation model as one of the element models on our study is developed in this section. It is an applied general equilibrium model to forecast population distribution endogenously.

Chapter5 Development of Quality of Life (QOL) Evaluation Models
In terms of evaluating measures from the viewpoint of general citizens, the QOL model is developed from the data of inquiry survey. This is a covariance structure model to forecast subjective indices such as convenience and safety from objective data at the area.

Chapter6 Comprehensive Evaluation of Regional Development Measures
Finally, we comprehensively evaluate the effects of the measures concerning transportation, land use, civilian and water environment with the overall application of the developed models in this study. For the comprehensive evaluation, we use both the evaluation list and the radar chart.

Chapter7 Achievements and Issues
In this section, the outcome of the evaluation model and the issues on this study are sorted out.
