Approximately 60% of specially permitted commercial vehicles on roads are illegal, of which 80% are non-permitted. One of the causes is insufficient inspection of vehicles that apply for permission. Another cause is the lack of effective penalties on illegal vehicles, thus there is no significant difference between permitted vehicles and non-permitted or illegal vehicles.
