Preparation for Application Form:

In order to apply for a License, an applicant must submit Construction Business License Application Form and the attachment to MLIT Minister or a Prefectural Governor.

 

1. Submission of Documents for Verification

Apart from the aforementioned License Application Form and the attachment, an applicant must submit “documents for verification”.

 

2. Others

(1)Type of Application

 “New and First”

“New and First” is a case where an applicant has never obtained a valid License from any government licensing agencies.

This type of application includes a case where a person reapplies for a License, after surrendering all the construction Licenses that the person obtained in the past.

 

“New and Changed”

“New and Changed” is a case where because the applicant falls under the conditions stipulated in the subsections of the Construction Business Act, Article 9.1, he/she applies for a new license to a government licensing agency but it is different from the agency that issued a valid license on hand.

 

“Ordinary / New Specific”

“Ordinary / New Specific” type consists of the following two cases:

（a）    The case where a person who obtained an Ordinary Construction Business License applies newly for a Specific Construction Business License.

（b）    The case where a person who obtained a Specific Construction Business License applies newly for an Ordinary Construction Business License.

 

For the case (b) above, when a person applies for an Ordinary Construction Business License on part of the already licensed construction business, the person must abolish the corresponding Specific Construction Business, following the “Ordinary/New Specific” procedure.

 

For the case (b) above, when a person applies for an Ordinary Construction Business License on the whole part of the licensed construction business, the person must abolish the whole part of Specific Construction Business and applies newly for an Ordinary Construction Business License, following the “New and First” procedure.

 

Addition of Construction Business Category:

(i)                  The case where a person who obtained an Ordinary Construction Business License applies for another category of Ordinary Construction License.

(ii)                The case where a person who obtained a Specific Construction Business License applies for another category of Specific Construction Business License.

 

Renewal:

The case where a person renews a License already obtained by maintaining the same business terms and conditions.

 

 

(2) Payment of License Fees

Applicants are requested to pay Registration and License Tax and License Fee in accordance with the following classification:

 

License Fee to apply for Minister’s Approval

 New Approval by MLIT Minister

  Registration and License Tax: 150,000 yen

 Permission of addition within the same license classification and renewal of MLIT Minister’s approval:

  License Fee: 50,000 yen

 

License Fee to apply for Prefectural Governor’s Approval

 New Approval by a Prefectural Governor: 90,000 yen

 Permission of addition within the same license classification and renewal of Prefectural Governor’s approval: 50,000 yen
