E/Nについて

E/N（Exchange of Notes）とは日本とODAの被援助国との間で締結される交換公文のことである。

ODAの案件ごとに締結され、案件名、案件に対する供与限度額、供与期間、その他条項（免税条項など）が明記される。

その発効条件として、日本では閣議決定が必要であるが、被援助国では、国会の承認が必要な国もある。

無償援助、有償援助の両方のODA案件の骨格となる重要な公文である。
