Survey Method

(1)Prompt Report/ Complete Report

The Population of the statistics is all constructors with construction licenses.
Objects are sampled from the list of constructors which completed 100 million yen construction work or more in one year.
The list is made based on the result of "Statistics on Construction Undertaken" which was executed two years before, and stratified by amount of completed works.
Sample size is approximately 12,000 companies include big 50 companies.
(2)Big 50 Constructors

The Population of the statistics is 50 major construction companies in Japan. This sample is purposive, and specified by Minister at beginning of this statistic.
Response rate is 100 per cent.

1. Key point of the statistics

1) An evidential material for making policy on economic

This is the only survey grasp the monthly trend in orders received for construction work. The estimate can be used as evidential material on economic.
Also, amount of orders received from public sector is one of the indices in Monthly Economic Report which states the government's appraisal of the economic situation.
2) Restructuring
In April 2000, The Statistics on Public Construction Works Starts, the Statistics on Private Sector Civil Engineering Works Starts, and the Statistics on Orders received for construction Works were restructured as Current Survey on Orders Received for Construction

2. Point to be noted on the use of Statistics

1) Amount of Orders Received
1. The estimate exclude land costs and indemnification costs.
2. Subcontract works project include primary and secondary subcontract works.
3. The estimate is total value of the orders received (including amended or modified contracts).
2) Orders Received for Construction from Public sector

This estimate is total amount of prime constructions which are received from the public sector for 5 million yen or more (including amended or modified contracts).
3) Orders Received for Construction from Private Sector

This estimate is total amount of prime civil engineering constructions and installation works for machinery and equipment received from the private sector for 5 million yen or more and prime construction received from the private sector for 500 million yen or more.(including amended or modified contracts).
4) The amount of orders received includes consumption tax. (From April 1989 to March 1997: 3%, From April 1997: 5%)
5) In "Big 50 constructors", only main construction work is reported.
6) In "Big 50 constructors", the amount of completed construction work and remaining construction work are reported.

3. Definition of Terms

1) Amount of Orders Received

Total value of construction works.
2) Main Construction Works

Construction works received on contract directly from the orderer.
In the case of the private sector, this includes in-house construction work carried out by the company itself.
3) Subcontractor Construction

Construction works received on contract from the main contractor. This includes primary and secondary subcontract work.
4) Public Sector Organizations

National government, independent administrative organization, government-related companies (East Nippon Expressway, Japan Post Group, Narita International Airport Corporation, national university corporation, etc.), the prefectures, the municipalities (cities, towns and villages), the regional housing supply corporations, etc.
5) Private Sector Organizations

All profit and non-profit organizations other than public organizations, and individuals. (Including JR, Japan Tabacco inc., Nippon Telegraph and Telephone Co, Agricultural Unions, Land Readjustment Union, third sector, and etc)
6) Completed work amount

Money value of completed portion of the construction order received
7) Remaining construction work

Maney value of not completed or not started portion of the construction order received .
8) Remaining construction work in terms of the number of months

Remaining order received in terms of the number of months can be obtained by dividing the remaining orders received by the amount completed in a month.
