(b) The Climate Change Framework Treaty states that its goal is "to stabilize of atmospheric green house gases and prevent interference to the climate system by human activities that produce greenhouse gases". A final solution to this problem is still being sought. It is highly probable that further reduction of greenhouse gas will be required after the 2008 to 2012, the first deadline set in the above treaty. This problem must be dealt with by building on the policy we already have and making it available to the public.
The suppression of emissions from the use of fossil fuels is under consideration by the foundation of carbon tax (environment tax), as a kind of fuel tax. To introduce carbon tax, taking the sustainable development of society and polluter pays principal(PPP) in mind, we must proceed with careful examination. The revenue from such a tax would be used to develop policy aimed at cutting carbon dioxide emissions. Meanwhile, we must be sure that no particular industry will unfairly targeted and be faced with the burden of paying the carbon tax alone.

3. Improving the Safety of Motor Vehicle Transport
To prevent the 21st century "New Transport War" from getting out of hand, we need to analyze the causes of accidents from different angles. Motor Transport Safety needs to be improved by using advanced technology and tackling technical difficulties that once hampered accident studies.
Now, with the development of IT expansion in the sphere of active safety (accident prevention) has become a top priority. We must try to reduce of the causes of accidents, such as lack of awareness, misjudgments, human error, and even in the occurrence of human error, do our utmost to prevent it from causing greater accidents.
Furthermore, compared to other developed nations, Japan has a high incidence of pedestrian and cyclist deaths. Increasing the distance between human and motor vehicle traffic, by the construction of wide, clear walkway and bicycle paths is a must.
Also we need to look into ways of improving passive safety - the reduction of the damage caused from the traffic accident - by increasing the safety of vehicles structure and ensuring that passenger are protected in an accident. In a collision involving two motor vehicles, through the analysis of the causes of injuries, the idea of "compatibility" where the protection of passenger in the smaller vehicle could be ensured by the reduction of impact of relatively larger vehicle, should be considered. Ways of reducing the injury to pedestrians in a motor vehicle accident must also be studied.
However, no matter what we do, accidents will never be completely eliminated. We therefore must also enrich remedies for the accident victims.
