Since late 1950sScholars, researchers, and others concerned offered proposals for relocating capital functions by relocating the capital city or sharing capital functions among several cities.
Feb. 25, 1975Diet members and others established the Roundtable Committee on the Issue of a New Capital City (also called the Roundtable Committee on the Promotion of Building a New Capital City).
Nov. 1977The government identified the issue as significant in the Third Comprehensive National Development Plan.
Jun. 1987The government identified the issue as significant in the Fourth Comprehensive National Development Plan.
Jan. 23, 1990The Roundtable Committee on the Issue of Capital Functions Relocation organized by the Minister of the National Land Agency was established.
Nov. 7, 1990The House of Representatives and the House of Councillors adopted the resolution on the Relocation of the Diet and Other Organizations.
Dec. 19, 1990The Expert Committee on the Issue of Capital Functions Relocation was organized and established by the Prime Minister.
Aug. 5, 1991The Special Committee for the Relocation of the Diet and Other Organizations was established in the House of Representatives and the House of Councillors.
Jun. 22, 1992The Roundtable Committee on the Issue of Capital Functions Relocation released its report.
Jul. 21, 1992The Expert Committee on the Issue of Capital Functions Relocation released its report.
Dec. 24, 1992The Act for Relocation of the Diet and Other Organizations was promulgated and enforced.
Apr. 20, 1993The Investigating Committee for the Relocation of the Diet and Other Organizations was established in the Prime Minister’s Office based on the Act.
Dec. 13, 1995The Investigating Committee for the Relocation of the Diet and Other Organizations published its final report (on the significance and effects of relocation, criteria for selecting candidate sites for the relocation, etc.) and submitted it to the Prime Minister.
Jun. 26, 1996The amended Act concerning the Relocation of the Diet and Other Organizations was promulgated and enforced.
Dec. 19, 1996The Council for the Relocation of the Diet and Other Organizations was established in the Prime Minister’s Office based on the amended Act.
Mar. 31, 1998The government identified the issue as significant in the Fifth Comprehensive National Development Plan (the Grand Design for the 21st Century).
Dec. 20, 1999The Council for the Relocation of the Diet and Other Organizations published its report (on the selection of candidate relocation areas, etc.) and submitted it to the Prime Minister. (The Prime Minister submitted the report to the Speakers of both Houses on December 21.)
May 18, 2000The Special Committee of the House of Representatives for the Relocation of the Diet and Other Organizations adopted the resolution on the Relocation of the Diet and Other Organizations.
May 28, 2003The Special Committee of the House of Representatives for the Relocation of the Diet and Other Organizations approved an interim report detailing past deliberations, etc. (The report was submitted to a plenary session of the House on May 29.)
Jun. 11, 2003The Special Committee of the House of Councillors for the Relocation of the Diet and Other Organizations approved the interim report detailing past deliberations, etc. (The report was submitted to a plenary session of the House on June 13.)
Jun. 16, 2003The Inter-party Conference Committee of Both Houses on the Relocation of the Diet and Other Organizations was established.
Dec. 22, 2004The Chairpersons’ Report was approved at the Inter-party Conference Committee of Both Houses on the Relocation of the Diet and Other Organizations and submitted to the Chairpersons of the Committees on Rules and Administration of both Houses.
