LAND PURCHASE AND DEVELOPMENT METHOD

HUD started to purchase land in July 1966 and acquired about 1,800 ha(2,600 landowners)by October of 1973 with the help of Ibaraki Prefecture and the 6 towns and villages involved in the project.

The basic development of the city plan was implemented through the following three projects as authorized by applicable laws.

COLLECTIVE GOVERNMENT AND PUBLIC OFFICE FACILITIES PROJECT

This project includes purchase and preparation of land, and construction of buildings for research and educational facilities of the government. After HUD acquired and prepared the land, the former Ministry of Construction and the former Ministry of Education built the research and educational institutes. The area allotted for this project is 1,463 ha.

NEW URBAN RESIDENTIAL AREA DEVELOPMENT PROJECT

To supply a large number of housing sites with a good living environment systematically, the entire land for the project housing was purchased, prepared and subdivided to top-grade private housing sites with complete utilities such as roads, parks, water supply and sewage system. This project has taken place in 3 zones, in a total area of approximately 260 ha.

LAND READJUSTMENT PROJECT

This is a project to create quality building sites by reshaping features of the land while furnishing public facilities such as roads, parks, water supply and sewage system. HUD has divided 1,110 ha of land into 10 zones to carry out the project.
