(b) We need to create standard information system integrating transport, trade and finances while keeping in mind the relationship between the government and the public. A system with network capability will have uniform penetration, widespread popularization as well as many social benefits. For these reasons there needs to be a concentrated effort to make the first steps towards popularization. While there are many benefits associated with a network, allowances need to be made for companies that still have not the ability to join the network before the popularization can begin. Also privacy and security matters need to be reviewed.
