3.Increasing the Role of IT to Upgrade Transport Systems


The IT revolution has made it possible for the fast exchange of information. It carries the key to solving problems faced by land, sea and air transportation. If we are to improve the mobility of the public, IT will be an essential part of any new transport system.

1.The Role of IT
(a) The implementation of a digital government as well as the development and popularization of an IT based system information for land, sea and air transport systems must be supplied to improve the safety, usability, and productivity of a system and increase the number of services, and improve the efficiency of the transport infrastructure. Providing across the board transport information should increase competition between transport services including the family car. This as well as introduction of TDM8 is needed.

<Proposal>
The following ideas can be used to intensify the role of IT.

<The Implementation of a digital government>

- Making applications and forms readily available online. Providing a one stop online service for harbor and motor vehicle applications.
- Setting up a Geographic Information System(GIS25) to provide digital maps and land information and its utilization by the government and the public.

<Improving land transport: The Land ITS26>
-The introduction of IC card electronic tickets and Comprehensive Transport Information System27 to make public transport transfers more convenient.
-The introduction of ETC18 system, road transport information service, vehicle usage adjustment to improve the flow of traffic.
-The development and popularization of advanced safety vehicles (ASV22) and improving the operation management system to improve safety and efficiency.
-The development and usage of electronic license plates.


IC card electronic tickets

  Non-contact IC cards contain information about travel passes and bus/train tickets. It is possible for users to keep passes with IC cards to use during transfers between bus and rail lines. Such passes would picked by sensors to automatically check travel passes and calculate fares. The user would have no need to take the pass out of a holder.
