@ @ The profit and loss condition in fiscal 1973 of JNR was as follows: The operating loss was \461, 600 million and the net loss was \454, 400 million after the non-operating profi tand loss were taken into consideration. As a result, the cumulative deficit at the end of fiscal 1973 became \1, 595, 50O million, representing a further fall in the finance of JNR. If things went on like this, the management of JNR would be in the face of ruin and become unable to play its fundamental role in the public transport system. (Table l-(l)-7)
@ @ Under the circumstances, the drastic Program for Rehabilitation of JNR Management with a ten years'terms starting from fiscal 1973 was formulated. The essential features of the program were: 1 to ask JNR to increase further its efforts for rationalization, 2 to expand financial aid consisting mainly of relieving JNR of the burden of paying interest on its past debt and 3 to nstitute a revision of fares and fees, taking the price condition into consideration.
