@ @ As shown in (Table 2-(2)-1), the number of mariners as of October, 1974 is about 274,000 persons consisting of 46,000 ocean going mariners, 77,000 coastal mariners, and 129,000 fishermen, and compared to the previous fiscal year, the number of mariners decreased by 2,000 as there was a drastic reduction of coastal mariners among au marine transport industry. Mariner employment condition in Fiscal 1974 is viewed with considerable anxiety having such unfavourable employment factors as surplus tanker tonnage in the oceangoing sector, loss of international competitiveness in the transport on adjacent sea, and the permeation of economic recession to the coastal transport and furthermore, the fishermen sector is also facing the employment anxiety due to the strengtheded international controls, foremost among them the problem of the economic territorial waters as discussed in the United Nations' Third Conference on the Law of the Sea in Geneva.
