Section 3. Economic Cooperation for Developing Countries

1. Technical Cooperation

Technical cooperation for developing countries has been made in the forms of survey for developments, dispatch of specialists and acceptance of trainees and also through cooperating with technological cooperation centers in the developing countries.

2. Bilateral Loan and Grant

    Bilateral Loan and Grant
The construction of ports and harbours, railways, airports and other transport facilities has been in progress under twenty-nine cases of yen credit by July, 1975. Subsequently, the supply of yen credit was promised to Korea, Morocco, Costa Rica and Egypt in 1975 - 1976.

3. Pending Problems

Transport projects usually require large funds and large-scale works. They are beyond the ability of private enterprises. Integrated cooperation starting from planning seems to be necessary for system-oriented projects, such as transport projects.
They require bilateral loan and grant in the form of loan or grant under soft conditions since they are of public cervices and require huge funds. The use of the engineering know-hows possessed by the country or public corporations should be studied to make up for shortcoming private engineering abilities.
