2. 1 International Freight Transport


   In FY1977, Japanese oceangoing shipping rose 3.5% over tile Preceding fiscal year in exports (up 14.7% in FY1976 over the preceding fiscal year) and fell 0.7% in imports (up 6.8% in FY1967). Commodity wise, exportation of vehicles, cement, fertilizer, etc., was brisk, but iron and steel were down. Imports of dry cargoes such as copper ore and maize were active, whereas iron ore, coal, and logs fell. Imports of oils continued to increase over the preceding year.
   In 1977, ship loadings by the Japanese merchant fleet, including foreign chartered vessels, leveled off in both imports and exports after a sharp increase in the preceding year.
   The loading rates of the Japanese merchant fleet fell to 52.8% for exports and 73.9% for imports. Of this, the loading rate for Japanese flag ships alone increased slightly over the level of the preceding year in exports (to 20.9%), but decreased slightly in imports (to 44.3%).
   Outbound air transport decreased in FY1977, failing below the level of the preceding year for the first time in 3 years, however, inbound freight increased sharply.
   Outbound transport by Japanese aviation enterprises increased by 0.1% and by 22.9% for inbound, both over the preceding fiscal year.
   The loading rate by Japanese aviation enterprises also rose, in terms of outbound and inbound, by 33.2% and 37.2% respectively. (See Table 2.)
