3. 1 International Passenger Transport


   Persons entering Japan in 1978 numbered 4,566,000, up 9.1% over the previous year (up 10.2% in 1977). Of this, foreign visitors entering Japan increased 1.0% (up 12.491(o in 1977) to 1,039,000. Though modest, it was the fourth straight annual increase since 1975.
   The number of persons who left Japan in 1978 increased 9.391(o (up 10.2% in 1977) to 4,592,000, of which Japanese tourists going abroad accounted for 3, 525,000, up 11.9% over the preceding year (up 10.5% in 1977). (See Tables 10, 11, 12)
   Reflecting the increase in the number of Japanese tourists, the number of those who entered or left Japan by air in FY1978 showed a 10.8% gain over the preceding fiscal year to 10,835,000. Those carried by Japanese airlines numbered 4,253,000, up 18.0%. As a result, the share of Japanese airlines went up 2.4% to 39.3%.


3. 2 Domestic Passenger Transport



   Domestic passenger transport in FY1978 totaled 49,400 million persons, up 3.8% (up 1.9% in FY1977), and 747,500 million passenger-kilometers, up 5.1% (up 0.2% in FY1977). Much of the increase was due to more passengers carried by motor vehicles and airlines. (See Table 6.)
   By mode of transportation, JNR, private railways and passenger boats generally leveled off in contrast with airlines and motor vehicles which did well.
   A breakdown of the domestic passenger traffic by mode of transportation is given in Figure 3 below. It shows that JNR, private railways and bus all decreased while motor vehicles and airlines increased. Passenger ships did as well as in the preceding fiscal year.
