This booklet is an epitome of the Annual Report of Transport Economy for
fiscal 1981 (the 1981 Transport White Paper) published by the Ministry of Transport.
The White Paper has been issued by the Ministry since 1964 for the purpose of
providing the people with basic information about transport activities in Japan
each year.
As socioeconomic conditions for transport change, the pace of expansion in
the demand for transport has slowed down. The public seeks diversified modes
of transport-ration to enjoy better services. As in other sectors, the transport
sector has entered an era in which priority is being shifted from quantitative
expansion to qualitative develop-meant. In these circumstances, the Ministry
of Transport has steadily promoted a compare-beehive transport policy in compliance
with the needs of the time, thereby creating better transport systems.
Part I of this booklet gives an outline of land, sea, and air transport activities
in Japan during fiscal 1 980, and Part 11 discusses the basic direction of the
comprehensive trans-port policy in the 1980s.
It is our sincere wish that this booklet will be useful for all interested
in Japanese transport activities.
