Table 8 shows the situation
of traffic accidents in recent years by mode of transport.
Under the basic traffic safety program, the Ministry of Transport has been
carrying out various projects, including the improvement of traffic safety facilities,
the enhancement of safety for transport systems, the heightening of transport
workers' sense of responsibility, knowledge and technical skills, and the development
of safety supervisory systems.
The following measures have been taken for the respective transport systems:
(1) | Land transport The improvement of railway crossing safety facilities, the promotion of safe driving, the improvement of automobile inspection and registration businesses, relief of victims, and research and development concerning prevention of traffic accidents: |
(2) | Maritime transport The improvement of traffic environments, the promotion of safety for vessels, the promotion of safe navigation, and the improvement of monitoring and rescue systems: |
(3) | Air transport The improvement of traffic environments, the promotion of safety for aircraft, the promotion of safe air operations, and research and development concerning prevention of air disasters. |
Table 9 shows the damage
caused by natural disasters to transport-related facilities during 1980.
The following measures have also been taken to prevent disasters in the respective
areas:
(1) | To prevent maritime disasters, the Ministry has improved the system designed to remove oil slicks from the sea and has strengthened the fire-fighting capabilities of patrol boats. The Ministry is planning to develop a support system covering a wider area in an emergency. |
(2) | To prevent meteorological disasters, the Ministry has strengthened the monitoring systems for typhoons, heavy rains and heavy snows by improving local weather observation networks and radar observation networks. As part of the WWW program, the stationary weather satellite system is being improved. |
(3) | To prevent earthquake disasters, the Ministry has been endeavoring to heighten the accuracy of earthquake predictions and to improve disaster prevention systems. |
To prevent various public annoyances caused by transport systems and to
secure a better living environment for the people, the Ministry of Transport
has taken the following measures :
@ Air pollution by automobiles
The strengthening of inspection systems concerning automobile-caused air
pollution, the improvement of exhaust gas measuring equipment for vehicles in
use, and research on countermeasures for exhaust fumes :
A Noise and vibrations by trains
Surveys on the actual situation of noise and vibrations caused by shinkansen
trains and studies of how to prevent them:
B Noise by aircraft
The protection of schools from aircraft noise and the extension of financial
aid to schools moving to quieter areas:
C prevention of sea pollution
Projects aimed at improving the environment of ports and harbors, at improving
the maritime environment, at preventing pollution in ports and harbors, and
the strengthening of monitoring and control systems against water pollution:
D Other measures
The improvement of green belts around ports and harbors, the development
of better seaside environments, and the monitoring of background pollution of
the air.
