FOREWORD


   This booklet is a summary of the Annual Report of Transport Economy for fiscal 1983 (the 1983 Transport White Paper) published by the Ministry of Transport. The White Paper has been issued by the Ministry since 1964 for the purpose of providing the people with basic information about transport activities in Japan each year.
   Part I in this White Paper gives an overview of activities in land, sea and air transport for fiscal 1982. Titled "Tasks Confronting Transport," Part II deals with three issues, that is, reconstruction of the Japanese National Railways, development of key airports, and changes in the international environment and transport.
   The financial situation of JNR has reached an unprecedented state of crisis, and its reconstruction is one of the most urgent nation's tasks.
   Also, there is an ever-increasing demand for development of key airports at home and abroad with the recent increase in the demand for air services hence the need to take pertinent countermeasures at the earliest possible date.
   Furthermore, ocean-going shipping, shipbuilding and international airline services have reached a new turning point with developing countries slowly but steadily catching up with developed countries in such fields of transport activities. Also, trade friction between Japan and the U.S. and between Japan and European countries involving cars must be ironed out. In fact, it is becoming increasingly important for the transport sector to take new steps to cope with the ever-changing international environment.
   It is our sincere wish that this booklet will be useful for all interested in Japanese transport activities.
