This booklet is a summary of the Annual Report of Transport Economy for
fiscal 1984 (the 1984 Transport White Paper) published by the Ministry of Transport.
The White Paper has been issued by the Ministry since 1964 for the purpose
of providing the people with basic information about transport activities in
Japan each year. This White Paper, in view of the drastic organizational reform
enforced on July 1,1984 aiming at remodelling the Ministry of Transport into
a comprehensive policy-making agency, is organized as follows:>
Chapter 1 entitled "The Philosophy of Organizational Reform and the Tasks
for Transport Administration" clarifies the background for enforcing the organizational
reform and the basic direction of themes common to the transport activities.
At the same time, from the viewpoint of "cross-cut" administration, Chapter
2 and on clarify the respective current situation, problems and future themes
in connection with "The Enhancement of Passenger Traffic System", "The Establishment
of Freight Distribution System" and "The New Development of International Transport
and Tourism".
Furthermore, with respect to the problem of Japanese National Railways which
is the biggest theme we confront, the Paper clarifies how far the current countermeasures
have progressed and along what direction we should tackle in future. In addition,
the paper also clarifies, in connection with the airport improvement for which
public request is intensifying with the recent increased demand for air service,
its current situations and future direction.
It is our sincere wish that this booklet will be useful for all interested
