3. Promotion of Countermeasures for Seamen


    The number of seamen hired by ocean-going shipping firms has continued to decrease as a result of management rationalization. In order to secure marine jobs for these seamen who are out of work, steps are currently being taken, including the promotion of their shifts to ships of foreign register (Table 10). Meanwhile, coastal shipping firms are facing problems such as the aging of seamen and a possible shortage of seamen, hence they need to make efforts to create attractive workplaces.
    With respect to the acceptance of foreign seamen, a system of mixed manning is operated in the areas of ocean-going shipping services, passenger shipping services and pelagic fishing along the line of accord among the circles concerned.
    As to the modernization of the seamen's system, the "Pioneer Ship Test" will be continued. At the same time, the curtailment of working hours will be promoted for the improvement of seamen's working conditions.
