CHAPTER 4. PROMOTION OF TOURISM AND RECREATIONAL ACTIVlTIES


Section 1. Promotion of tourism


1. Implementation of "Two-Way Tourism 21", etc.
    A policy to expand two-way tourism and improve the quality of overseas travel has been implemented as part of an effort to promote tourism, based on a project called "Two Way Tourism 21", which was developed in July 1991. Also, the number of days of an employee's company-paid overseas trip for recreational purposes for which companies may receive tax deductions was deregulated, and pamphlets containing English expressions for use in emergencies while overseas were prepared and distributed. Finally, measures were taken to strengthen the protection of consumer's credit with regard to tourism.
    Activities to promote visits by foreigners to Japan, undertaken through the Japan National Tourist Organization and other activities, are progressing. Examples include the provision of a model international tourism area and planning of "international convention cities."
    A new registration system was implemented in April 1993 in registered hotels and inns, to attain further improvements based on a revised Law for Improvement of International Tourism Hotel Facilities.
    The Japan Tourism Association has been carrying out promotional activities for tourism in local areas, using the Subsidy for Tourism Promotion.
2. Implementation of the Tourism Acceleration Program for the '90s (TAP '90s)
    In accordance with the "TAP '90s" introduced in April 1988, local meetings were held in Okayama, Hiroshima, Kyoto and Hyogo in FY1993 to designate tourism-oriented prefectures.
    The local Traditional Art Promotion Center is planning to provide financing and information based on the "Ordinance on Promotion of Tourism and Trade and Industries of Specific Areas Through Sponsorship of Events Utilizing Local Traditional Art" for appropriate events which conform with basic programs prepared by local governments. The Japan National Trust has also been carrying out activities to preserve and protect valuable tourism-related resources. One example is the traditional "Gasshou Zukuri" architecture of private houses which still exist in Shirakawa Goori in Gifu Prefecture. The Center is conducting the promotion of tourism through these activities. Further activities to provide parks for family travel, family camping and general resort areas are progressing.


Section 2. Promotion of recreational activities


    Construction of ports and seashore areas is proceeding in conformity with a new concept based on the "Marine '99 Project" introduced in 1988, and various kinds of guidance on safety are being provided. Provision of safe and enjoyable "sky leisure areas" is progressing based on the "System of Approval of Superior Sky Leisure Areas" created in 1992. [Table 10,Table 11].
