FORMULATION OF "NEW HARBOUR ENVIRONMENT POLICY AIMING AT ENVIRONMENTALLY FRIENDLY HARBOUR<ECO-PORT> " (March 17, 1994)


    As nations of the world try to preserve the environment as much as possible to achieve sustainable growth, on a global scale, and a reasonable environment to the next generation, it is essential to introduce a wider range of measures for harbour environment and formulate comprehensive and systematic plans from a long-range viewpoint. There is a growing need to formulate a new environmental policy which would form a basis for such plans. For this purpose, the Ministry of Transport established the "Learned Persons' Forum for Environment of Harbours and the Ocean" in December 1992, and have had a wide range of discussions on what the future policy for harbour environment should be.
    In consideration of the proposals made by the forum and the philosophy of the Fundamental Environmental Law enacted in November 1993, the Ministry of Transport formulated the "New Policy for Harbour Environment" aiming at building environmentally friendly harbours (Eco-Port) tasteful and full of amenities, which will be in harmony with the natural environment, including the ecosystem.
    Based on this policy, the Ministry will formulate a harbour environment plan for each port, promote model Eco-Port construction works, construct the infrastructure for harbour environment, and enhance environmental control. In this way, the Ministry will try harder to create and preserve harbor environment.
