Japan-US Aviation Talks (May-July 1995)


@ @ In April and May 1995 Federal Express, a US air freight carrier, as a right of an agreement, filed applications with the Japanese government for landing rights to many new routes beyond Japan. The Ministry of Transport withheld action to the applications in the belief that they would not only expand the imbalance already existing between Japan and the U.S. but also might pose problems in the light of the bilateral aviation agreement. Over this issue the two governments held four meetings of vice minister and deputy vice minister level between May and mid-July, but no agreement was reached. The US government announced a provisional plan for sanctions against Japan. However, the issue was settled when an agreement was reached through the ministerial and vice ministerial level talks on July 20 and 21. Japan approved part of the applications by Federal Express, while winning a new route between Osaka and Chicago and a route to fly beyond New York to Canada. Another around of aviation talks - this time in the field of cargo - is scheduled for September 1995 for the purpose of achieving balance between the two countries. Thus the latest talks opened the way to correct inequality and imbalance in aviation between Japan and the United States. (picture)
