To improve provisions for motor vehicle inspection, checks and maintenance,
the Road Vehicle Act was partially revised in July 1994, and the new act went
into effect on July 1, 1995. This revision was to properly meet the recent advances
in automotive technology and ever diversifying changes in car use.
This subject was taken up in the "3rd Report on Reform Promoting Internationalization
and Improving Quality of Life" which was published by the Provisional Council
for Promotion of Administrative Reform in June 1992. The revision was made through
professional and technical studies by the Council for Transportation Technology.
The new act clarifies the principle of vehicle user responsibility under
the law. The revision also (1) eliminated the obligatory six-month safety inspections
of private passenger motor vehicles, (2) halved the number of items to be checked
under the obligatory 12-month and the 24-month inspections, (3) allowed the
motor vehicle users to choose whether these inspections should be before or
after vehicle servicing and repair, and (4) extended the validity periods for
motor vehicle inspections certificates of private passenger motor vehicle over
11 years old.
A survey after the latest revision reveals that the number of user inspection
increased. The cut in the check items resulted in a fall in the charges for
the checks and maintenance service and in improving services. Thus the revision
reduced the burden of the user and expanded their options.
To implement the new system smoothly, the Ministry of Transport will take
necessary measures to increase vehicles user responsibility, meet the increase
in the user inspection and modernize motor vehicle repair business, etc. (picture)
