Section 2. Efforts toward Deregulation

　 　 Since April 1993 the Ministry of Transport has been dealing actively with deregulation at the "Authorization Procedure Reform Promotion Headquarters." Its efforts are taking effect as seen in the introduction of "Advance Purchase Discount," a new fare discount system, and also the reductions in the fees for the safety inspection of automobiles.
　 　 In formulating "The Deregulation Action Program" in March 1995, the regulations were reviewed across the board in March 1995 mainly from the following standpoints : (1) reducing distribution costs, (2) improving passenger transport services, (3) securing competitiveness in international transport business, and (4) harmonizing with international standards (Table 16-1) (Table 16-2) (Table 16-3)
