1. User friendly Services for the Aged and Handicapped

　 　 Efforts are being made to improve elevators, escalators and other facilities at traffic terminals and introduce buses with lift, so that aged and physically handicapped people can use public transportation systems safely and with less trouble (Table 17. Fig. 30).

2. Easing of Traffic Congestion in Urban Areas

　 　 In an effort to ease traffic congestion in commuting hours, "Council to promote Comfortable Commuting" was established, and off-peak commuting is being promoted with a campaign during the "Comfortable Commuting Promotion Month" (November) (Fig. 31).
