Projects for railway construction and reinforcement improvement are becoming increasingly large in scale, and their construction period is expanding. Therefore, to promote railway reinforcement, it is necessary to provide subsidy systems and other investment incentives for railway operators.
The construction of new lines is under way on the basis of an understanding reached by cabinet ministers concerned in December 1994. Projects of speeding up of trunk lines and through operation between and conventional lines are also under way (Fig. 33, Fig. 34).
To promote relief form congestion in the metropolitan regions, railway systems are being improved in cooperation with major private railway companies, JR, and operators of subways, monorails, Iight-weight automobile guided transit and railway prepared with development of housing sites.
