Section 3. Promotion of Port Development and Coastal Works


1. National Long-Term Pont Policy


    The Ministry of Transport revealed in June 1995 the national long-term port policy entitled "Ports in the Age of Global Exchange-towards ports which provide advanced networks to the world and vitalize regional commomtier and economier".

2. The 9th Five-year Port Development Plan


    The 9th Five-year Port Development Plan (FY1996-2000) will be worked out with emphasis on the following points, based on the report "The Direction of Medium Term Development of Ports and Harbors" established in August 1995.
    (a) Formation of Internationally Competitive Distribution Net-works
    To build, among others, International Container Terminals, Regional Main Ports and Domestic Intermodal Transport Terminals. (Fig. 35).
    (b) Development of Coastal Zones Well Protected Against Disasters
    Construction of quake-resistant piers and Disaster Emergency Center in coastal zones.
    (c) Creation of Communities Full of Energy and Friendly to People
    Construction of green zone, terminals for passenger ships, Embanked Waste Disposal site and creation of "Eco-Ports" (Fig. 36).

3. The 6th Five-year Plan for Coastal Works


    On the basis of "Long-term Vision for Development of Coastal Areas," a report published in March 1995, the Ministry of Transport will formulate the 6th Five-year Plan for Coastal Works (FY1996-2000), setting as a main policy measure the construction of safe coasts that for protection of people's lives and property convenient for visitors, and in harmony with nature.
