Chapter 4. Construction of Physical Distribution System to Meet New Age


1. Promotion of Modal Shift-Intermodal Transportation


    The Ministry is improving container ships and distribution terminals for domestic trade and innovating the business environment to promote a modal shifts by taking such measures as expanding the transport capacity of container trains. It is also promoting creation of an integrated palletization system by standardizing pallets and other measures.

2. Promotion of Mixed Transport


    With a view to increasing loading efficiency, the Ministry is promoting joint operations in the transport of goods using trunk roads. It is also supporting the construction of joint distribution centers.

3. Improvement of Strategic Bases for Physical Distribution


    On the basis of legal provisions to encourage initiatives in the private sector, the Ministry is taking measures to build intermodal strategic bases for physical distribution and strategic bases that will reduce distribution costs. It is also studying the concept of building distribution bases for the future, in order to cope with the structural changes in physical distribution.

4. Smooth International Cargo Distribution to Handle Increasing Imports


    To link the international and domestic distribution channels more smoothly, the Ministry is improving infrastructures required for imports at ports and airports. It plans to consolidate import-related business especially in the Foreign Access Zone (FAZ) (Fig. 40).
