Section 2. Efforts to Improve Air Services to Fill Users' Needs


1. Flexible Air Fares


    Air carriers now can freely cut their air fares up to 50% of the standard rates at their own operational discretion in a new report system introduced in December 1994. A discount system for advance tickets was introduced in May 1995. For ordinary air fares a new pricing system will be introduced within FY1995, in which air carriers will be able to fix their rates freely in a limited range.

2. Toward Creation of International Aviation Network


    The Ministry is working to improve airport facilities in big city areas and create an international aviation network that can properly meet demands of foreign countries and handle ever-growing air traffic (Table 21, Table 22).
    As for local airports, improvements will be made as demand changes (Table 23).
