The aviation talks on cargo services which had been held since September
1995 reached in broad outline an agreement before the end of March 1996, which
had been set as the target date for agreement. In April, the Minister of Transport,
Kamei and US Secretary of Transport, Penya signed the agreement.
In the agreement on cargo services this time, Japan Airlines has acquired
the rights including the beyond rights equivalent with those enjoyed by US incumbent
airlines ; Northwest Airlines, United Airlines and Federal Express.
Nippon Cargo Airlines obtained an increased number of points to be served
and frequencies as well as the beyond rights. While the Japanese side gained
a wide range of interests, the US side obtained a certain number of increase
in cargo frequencies of airlines and the entry of new airlines. This agreement
has brought about a remarkable rectification which the Japanese side had been
strongly demanding for almost all of the inequalities in the field of cargo
services between Japan and the US, for the first time in 43 years since the
conclusion of the Civil Air Transport Agreement.

At the first round of talks on passenger services held in June 1996, the
Japanese side presented a concrete proposal which aims at equalizing opportunities
between Japanese and the US airlines, and expanding opportunities for airlines
of both sides.
However, no sufficient reply could be obtained from the US side and the
round failed to achieve any result. Japan has decided to continue its efforts
to rectify the inequalities in Japan-US aviation relationship in a resolute
