On the basis of the prior ministerial consultation between the Minister
of Transport and the Minister of Finance, on December 18, 1995, it was decided
that the construction for the second-phase project of Kansai International Airport
be initiated in the fiscal 1996 budget.
In the second-phase project, for which the gross expenditure is estimated
at 1,560 billion yen, a "formula of undertakings by different enterprises for
the construction of airport facilities (surface structure) and airport ground
(ground structure)" will be introduced, as Kansai International Airport Co.,
Ltd. will be engaged, as in the past, in the construction of airport facilities
(surface structure) and a new joint venture firm in which Kansai International
Airport Co. and the local governments concerned invest will be engaged in the
construction of airport ground (ground structure). The second-phase project
consists of the reclamation of a new airport island of approximately 530 h=a,
off the present airport island, to initiate in 2007 the use of the second runway
(4,000 meters) parallel to the present runway. At the same time, the facilities
responsible for 180,000 take-offs and landings are to be constructed and these
facilities will be increased to respond to 230,000 take-offs and landings in
2011.
By the initiation of construction of the second-phase project, Kansai International
Airport is expected to function as a full-scale international hub airport in
the future and make a great contribution to Japanese economic and social development.(Fig)
