Section 2. Formulation and Implementation of the 9th Five-year Port Development Plan and Other Measures


   The 9th Five-year Port Development Plan (Table 20) aims to : a) form internationally competitive distribution networks ; b) develop coastal zones well protected against disasters ; and c) create pleasant and lively communities. To achieve these three basic goals, the Ministry will carry out the following measures :

  1) Construction of deep-water container terminals which are vital as bases for international shipping networks ; strategic distribution of container terminals to cut the costs of physical distribution (Fig. 45Fig. 46Fig. 47)
2) Building of earthquake-resistant piers and bases for disaster prevention to create disaster-resistant port and harbor systems
3) Construction of comprehensive import terminals, international exhibition facilities and green zones by the water, reformation into high-quality waterfronts, building of ports harmonious with the environment (Eco-ports) to create port and harbor spaces that are comfortable and lively ; development of embankment waste disposal to cope with the pressing problem of waste treatment ; and others.

   In carrying out such projects, the Ministry will give priority to investment and utilize the existing stocks based on "Action Guidelines for Efficient and Effective Port Development and Coastal Works" that was drawn up in accordance with the 9th Five year Port Development Plan.
