Cases of accidents are on the decline in the long-term in rail and marine
traffic and remained almost unchanged in air traffic. On the other hand, the
situation of road traffic accidents is extremely serious with the annual death
toll exceeding 10,000 for eight years in a row
(Fig.50).
Under the circumstances, the Ministry, based on the 6th Fundamental Plan
for Traffic Safety (FY1996-2000), drew up concrete measures to prevent traffic
accidents focusing on the protection of human life. In addition, the Ministry
is trying to improve the contents of measures for traffic safety on land, in
the sea, and in the air. To this end, it is stepping up efforts to collect meteorological
materials and to provide accurate weather forecasts and warnings at the right
time. The Ministry is also active in improving rescue systems and providing
relief for victims of accidents.
