Section 1 Improving and Expanding International Transport Services

    As for air transportation, Japan expanded its transportation capacity with 8 countries and concluded new bilateral agreements for air services with an additional 2 countries and 1 autonomous region in FY1996. As a result, Japan now has such agreements with a total of 49 countries and I autonomous region as of July 1997 (Fig. 37).
    As for maritime transportation, the Ministry is engaged in improving international transportation services, through liberalization and activities of international organizations and in bilateral adjustments of maritime transportation policies, under the principle of "freedom of marine shipping."


Section 2 Directions of Transport Administration to Deal with Inter-national Economic Problems

    The Ministry is providing a transport administration to deal with international problems through consultations and adjustments of multinational or bilateral policies at various transport-related forums such as the APEC (Asia-Pacific Economic Cooperation), the East Asia Transportation Forum and other High-Level Meetings on Transport. The Ministry is also implementing rigorous policies to deal vigorously with specific economic problems such as the Japan-US Air Talks, and port transportation.


Section 3 Contribution to the International Community

    The Ministry is actively promoting international cooperation in various ways; a wide range of technical and financial cooperation, safe navigation through the Straits of Malacca and Singapore, improved safety of bulk cargo ships, maritime safety measures and international cooperation in the fields of science and technology through joint studies and intellectual exchanges (Fig. 38).
