Amidst intensive international competition in the oceangoing shipping industry because of growing Asian shipping companies, the Ministry is actively making efforts to strengthen Japanese competitiveness in the oceangoing shipping business, and to secure Japanese-flag vessels as well as Japanese seafarers (Fig. 46). As for domestic marine shipping and transportation services in harbors, the Ministry is trying to promote deregulation by reviewing demand and supply adjustment regulations, and to improve stevedoring services such as cargo-works on Sunday or at night (Table 47, Table 48).
The Ministry is dealing with various issues such as further strengthening Japanese international competitiveness and reinforcing industries' management systems, in order to respond to rapidly changing market conditions around Japanese shipbuilding and ship machinery industries, and then make these industries more attractive (Fig. 49, Fig. 50).
The Ministry is taking steps to expand the international ship system to
secure Japanese-flag vessels and Japanese seafarers. It is also promoting measures
to keep younger seafarers in the coastal shipping industry, which is confronted
with the aging of its employees, as well as measures for seafarers who became
jobless because of the opening of the Honshu-Shikoku bridge.
The Ministry is also trying to improve the education and training system
for seafarers, and to promote shorter working hours and disaster prevention
measures.
